Section 2, Contents - General Items to Note
Section 2 of the format lists contents in a product based on specific threshold(s) and reports detailed health information including hazards. Data can be reported using one of three possible methods: Basic Inventory method with Product-level threshold; Nested Material Inventory method with Product-level threshold; Nested Material Inventory method with individual Material-level thresholds.

General items to note on section 2
•In both the Nested and Basic inventories, packaging materials that are removed from the product prior to use and materials attached to or part of the product for identification purposes only (tags, stamps, etc) are excluded.
•Percentage weight ranges for substances or materials should not exceed 20% without an explanation in the notes
•Notes are required for “Undisclosed” and “Unknown” materials and substances
Best Practices: Residuals & Impurities
Whether considered or not considered is indicated an explanation must be provided in Residuals and Impurities Notes field.
When verifying an HPD, make sure you can answer the following questions:
Have they been considered?
How was this determined?
Are the proper notes added?
Please refer to “Emerging Best Practices for Consideration of Residuals and Impurities” file to understand requirements for considerations and the correct format for writing notes.
If R&I were not considered, the manufacturer may indicate this as well in the notes.
For Example
Summary Materials or Product Notes
- Rationale for nondisclosure of a Material Name in a Nested Materials Inventory
- Explanation for ranges, alternates, and undisclosed material percentage
- Explanation why “Other” is indicated in Inventory Threshold
- When inventory data for substances in a single material are obtained at multiple threshold levels in a Nested Inventory or a product in a Basic Inventory
- Variations among different products in a single HPD
All of these pieces are required, if applicable to the specific HPD. If not applicable, no notes are needed.
